ECDSA: Signature size
This test vector contains valid values for r and s. But the values are encoded using a smaller number of bytes. The size of an IEEE P1363 encoded signature should always be twice the number of bytes of the size of the order. Some libraries accept signatures with less bytes. To our knowledge no standard (i.e., IEEE P1363 or RFC 7515) requires any explicit checks of the signature size during signature verification.

Stated as the outcome to assert against, so a suite compares with this rather than hardcoding a result and getting it backwards.
